Guidelines to become a Congressman
Show initiative
Register at your local forum and follow the discussions there. Let people see who you are and what you stand for.

Make connections
Make sure to read the guides and such to the game so you understand the game mechanics and how the most important things work. Talk to people in the game, forum, on IRC, MSN, party leader and your fellow party members.

Write a manifesto!
By now you should have received an idea of how things work and thus what interests you in the game. Formulate this in a manifesto and let people see that you actually have an agenda and something you will work for. Why else should people vote for you if they do not know who you are or what you stand for?
Many manifests either says too much or too little, promises heaven or actually nothing at all. Try to make it personal and realistic, it can be a good idea to let someone from your party read it before, to make sure you aren't way off about something.

Show respect
The Congress is about more than just getting a medal and some gold, it is a responsibility and a step towards the major positions in your country/party.

Do not rush things
Don't start out by starting lots of proposals, it is better to discuss it with the party and congress first. The Dáil usually has its guidelines and you should read them before you do anything at all.

Take part in the discussions, vote!
As a congressman, you have the possibility to change a lot of things in your country, propose new taxes and other things. Try to keep up with the discussions and be active in your local forums. Nobody knows everything in the beginning, and most people are patient with newcomers. Usually it is better to be part of the discussion and be wrong, than not take part at all.
